Amber Fagan is the Project Director for the Design and Construction Resource Center of the Fair Housing Accessibility FIRST Program. Fair Housing Accessibility FIRST is an initiative designed to promote compliance with the Fair Housing Act design and construction requirements. The program is supported by the Department of Housing and Urban Development and offers comprehensive and detailed instruction programs, useful online web resources, and a toll-free information line for technical guidance and support.

Amber joined IHCD in the fall of 2007 and works closely with architects, access consultants, legal specialists, property owners, disability advocates, fair housing representatives and others to inform the housing industry and general public about housing law, regulations, and standards.  She also assists colleagues with compliance reviews, presents materials on the Fair Housing Act and on Aging in Place to professionals and students, and attends a variety of outside committee meetings and workshops pertinent to fair housing and inclusive design.  Furthermore, Amber pursues her interest in accessibility regulations under the Americans with Disabilities Act and has provided technical assistance under the Institute’s New England ADA Center.

Before coming to Massachusetts, Amber worked with a small architecture and design firm in Michigan. She also worked independently with people with visual impairments and consulted on the design of residential alterations relative to those needs. Those experiences combined with the mentorship of a university professor, inspired and helped to define her role as a socially responsible accessibility specialist and designer.

Amber has a BA in Interior Design from Michigan State University.  She is certified with the International Code Council as an Accessibility Inspector/Plans Examiner, as well with the National Association of Home Builders as an Aging in Place Specialist.
